New Fishing-Friendly Site on Port of Hualien’s East Seawall Supports the National ‘Ocean Taiwan’ Initiative

In line with the national “Ocean Taiwan” initiative, Port of Hualien, TIPC has opened a 1.8km section of the port's East Seawall to the public for recreational fishing. Access is currently managed in turn by Hualien County's five registered sport fishing associations. To avoid the potential impact of fishing activities on normal port and vessel operations, the section is open for recreational fishing only one day per week - on Sundays from 05:30 to 17:00. The 23 open days in 2020 attracted a total of 3,809 people.

To improve public safety, the Port of Hualien has installed protective facilities including cement wheel blocks, ring buoys, and fishing clasps as well as a free-access emergency AED station. Furthermore, association representatives onsite regularly encourage fishing enthusiasts to wear life vests and anti-slip shoes while on the seawall. For the convenience and comfort of the public, the Port of Hualien funded construction of new public toilet facilities (men / women / barrier-free) at the entrance to the East Seawall that opened at the end of last year (2020) and installed additional hands-free sinks and shower facilities.

A decision by the Executive Yuan on March 20th, 2020 calling for the opening of 50 new areas for recreational fishing nationwide resulted in the creation of the “Ocean Taiwan” working group by the Ministry of Transportation and Communications (MOTC) in May under the Taiwan Friendly Fishing Initiative. The working group meets monthly and irregularly assigns staff to supervise and assist initiative-facilitated fishing areas.
