Working to optimize land utilization and increase the space available for leisure and recreation within the port, Taiwan International Ports Corporation (TIPC) subsidiary Port of Hualien has issued an official request for bids (RFB) to lease and develop retail operations in the Port of Hualien Water Recreation District. Interested companies are encouraged to submit bid proposals that help transform historic Hualien Harbor warehouses and the Old VTS Center into new iconic attractions for tourism, food, recreation, and culture.
Port of Hualien, conveniently situated next to downtown Hualien City, is a short ride away from both the city’s main train station and airport. With the Central Mountain Range to the west and beautiful Pacific views to the east, Hualien City is an ideal getaway for those in search of leisure, recreation, or both. Current leasing opportunities cover Warehouse Nos. 1 through 4 in Port of Hualien’s designated Water Recreation District and the landmark Old VTS Center building. Port officials hope to attract businesses interested in developing a long-term presence at the port and look forward to working together to breathe new, vibrant life into this historic district.
Close to city attractions such as Pacific Ocean Park, Jiang Jun Fu 1936, and the Meilun Mountain Trail, the 4.12-ha Water Recreation District presents exceptional opportunities for tourism and business development. The sturdy, spacious warehouses covered in this public bid may be designed based on vendor need to accommodate retail shops, restaurants, cafes and diners, creative art and performance venues, tourism service centers, and more. Also, another warehouse cluster in the district now licensed for B2 retail use (products merchandising, exhibition & sales, and B2B activities) adds further momentum to overall area staging and commercial development. Furthermore, the extensive outdoor spaces and ample parking available make the district an ideal setting for open-air markets, music events, and other large-scale outdoor activities.
The Old VTS Center, set on 0.12ha of port land, affords sweeping views of the port and the Pacific Ocean beyond, making it the ideal setting for an appropriately themed restaurant, coffee house, boutique hotel, or other leisure-focused getaway.
Port of Hualien is conducting this RFB in compliance with all relevant laws and regulations. Port officials are committed to working flexibly with winning bidders based on site-based conditions and needs to promote the sustainability and success of the overall business environment. Port of Hualien looks forward to effectively leveraging private initiative and resources to invigorate tourism development in the port and further contribute to economic growth in Hualien.
Port of Hualien is steadily shifting from its former singular focus on traditional shipping and distribution toward a future in which city-port lifestyle, sightseeing, and leisure tourism infrastructures and activities are also prioritized. Interested companies engaged in the tourism, food and beverage, cultural creativity, leisure, and other related sectors are encouraged to submit bids and join Port of Hualien in developing the Water Recreation District and Old VTS Center into a popular new spotlight destination on Taiwan’s Pacific Coast.
